 Mr. Robert L. Kilby, GAC Boss As the Auditor General Hon. Robert L. Kilby continues to build and strengthen the capacity of the General Auditing Commission (GAC), two new departments have been created; namely, the IT Auditing Department headed by Ms. Mona Kpan Smith, and the IT Operations Department headed by Ms. Mariam Kaba.
  It can be recalled that one of the findings of the recent review of the entire GAC Operations was the woeful lack of IT Auditing Technology especially in this our rapidly growing technological global community.
  The new IT Auditing Department is currently being assisted by a European IT Auditing Expert Mr. Paul Clarke, an EU funded expert. Mr. Clarke hit the grounds running along with IT Auditing Director Ms Mona Kpan Smith. Several training sections have already been successfully completed with others yet to come.
  Training will remain an ongoing process; especially continuing education so that GAC Auditors can be up to par with changes and challenges in the auditing world.
  Unlike yesteryears, the new training approach will no longer rely solely on “CHALK & BLACK BOARDS”, but rather real HANDS-ON training with the expert, himself/herself, going in the field and performing actual audits along with real live GAC auditors.
  Another First-Time-Ever at GAC is the beginning of Donor Funds Auditing. All monies donated to the Government of Liberia by other countries/Governments or Organizations are by law to be audited by the General Auditing Commission.
With immediate effect, the Director of Donor Funds, Mr. Melvin Zewey, has begun the audit of all donations from the United States of America (through United States Agency for International Development – USAID).The audit of USAID donations will be followed by audits of other donor funds (donations from other countries and organizations). Where possible, some audits will be conducted simultaneously by various audit teams.
 According to Manager Zewey, the audit will be looking at the period from 2009-1010 and 2011(the period for which the Ministry of Finance is providing documentation). Various Government Ministries and Agencies have benefited from USAID donations. These Ministries and Agencies include, but not limited to, Ministry of Public Works, Ministry of Education, Ministry of Health, Ministry of Planning and Economic Affairs.
Mr. Zewey said the audit will be looking at things like performance and financial accountability.
